East Penn is currently seeking a Manager of Application Development is responsible for managing the development and support of the company’s custom software applications, including customization of third-party applications and related IT operations. This role partners with business stakeholders to identify, define, and deliver custom solutions supporting strategic business objectives. The Manager reports to the Senior Manager of Software Engineering and ensures alignment with architectural standards and technology roadmaps.
• Manages internal programming staff and IT resources from business partners.
• Establishes working relationships with IT and business operations teams.
• Assists in formulating and deploying strategic direction for software applications.
• Oversees development, deployment, monitoring, maintenance, and support of custom application systems.
• Manages application development and database administration through internal and external teams.
• Assists in developing departmental standards and procedures.
• Responsible for performance management and career development of direct reports.
• Participates in disaster recovery and business continuity planning for application platforms.
• Participates in change/release management processes.
• Gains understanding of business processes to identify technology opportunities.
• Participates in IT budget development and compliance.
• Manages vendor relationships and incident resolution.
• Provides recommendations for application selection and deployment.
• Enforces best practices for IT services.
• Determines and manages application priorities, goals, and objectives.
• Assists in development and implementation of security policies and risk mitigation.
• Reviews IT system performance and capacity.
• Benchmarks and recommends improvements for IT application systems.
• Assists in development of enterprise technology standards and governance.
• Maintains staff by recruiting, selecting, orienting, and training employees.
• Off-hour support and travel as needed.
• Other duties as assigned by senior IT management.
• 5-7 years of work experience in supervisory, management or senior professional level role with emphasis on application development
• ITIL experience is a plus
• Agile work experiences a plus
• Bachelor's Degree, preferably in Information System/Technology Management or related field; equivalent level of education, training and experience may be considered
• Ability to inspire, energize, develop, and build rapport at all levels within an organization
• Ability to manage risk/cost and changing direction of projects
• Work effectively in a fast-paced and, at times, stressful environment with high-pressure situations that require clear and sound decisions/actions
• A high standard in work quality and ability to follow through is a must
• Excellent written and verbal communication skills
• Exceptional interpersonal skills; a team player with proven ability to work across functional areas and all levels of the organization
• Strong critical thinking and problem solving skills with the ability to assess issues and escalate appropriately for resolution
• Strong supervisory and leadership skills; builds positive working relationships with staff; can effectively lead, coach/mentor junior staff members
• Proven ability to work in an ambiguous environment and collaborate across multiple areas in order to achieve a common business objective
• Ability to multitask, prioritize, and delegate (when appropriate) in order to manage time efficiently and to meet deadlines
